Sailors are offered billets based on the needs of the Navy. Sailors who are single often have an overseas billet for their first duty station. Diego Garcia is in the Indian Ocean. Here is a link about the Naval Support Facility there: http://www.cnic.navy.mil/regions/cnrj/installations/nsf_diego_garci....

What is your Sailor's rating (job/specialty)? There may be groups I can direct you to.

I was stationed on Diego Garcia for one year, my husband was there for two years (before we were married, of course).  I believe the orders are for 18 months now, but am not sure.  It counts as isolated duty.  The upside to that is he gets a better choice of orders when he is done there.

During his tour, he should be able to take 30 days leave to visit home.  Most of the flight to the states is free, as there is no commercial flights available from the island.

We didn't have internet, but they do now. He may be able to skype.  He can make telephone calls, pretty sure he can make calls at the call center, although I do not know how it goes currently.  As with ships, snail mail and packages are vital to good morale.

The island is stunningly beautiful.  There is no town, no families, no children, no tourists.  It is all base.  No private vehicles.  He will want to get a beater bike there.  There is great opportunity for working out, fishing, sports, and parties.  Every one is over 18 and "single", even the married sailors and civilians are unaccompanied.  Food is pretty good, there is a simple NEX (store), and several clubs, a good gym, a pool, and i hear they have a golf course now.

We loved it.
