OPSEC - Navy Operations Security

Always keep Navy Operations Security in mind.  In the Navy, it's essential to remember that "loose lips sink ships."  OPSEC is everyone's responsibility. 

DON'T post critical information including future destinations or ports of call; future operations, exercises or missions; deployment or homecoming dates.

My sailor has been doing a great job so far in GL A School. He was ready to move to phase 2 because he has passed and completed everything. He put his chit in for phase 2 like a couple weeks ago. Somehow the other day he got in trouble because he ate somewhere on base that he wasn't suppose to eat at...he said that he didn't know he wasn't suppose to eat there...so they said he lost his phase 2 because he doesn't know how to follow instructions. My question to you guys is how long does he have to wait till he can get back to phase 2? Since he got in trouble for that one simple thing?

Yes I agree but he didn't know he wasn't suppose to eat at the place..he said that was the only thing open other than McDonald's and he doesn't eat McDonald's...he got caught off guard with everything cause him getting in trouble was unexpected for him. But how long does it take for him to be able to put another chit in for phase 2?

I replied in the forums, along the same lines.  Attention to detail and ability to follow the rules will keep them alive in a dangerous work environment, or keep others alive.

Abridged Phase Liberty Policy.  The following is an abridged (shortened) version liberty policy that applies to all students assigned to Training Support Center Great Lakes barracks.

 

     A.  Phase I Liberty.

 

        (1) Rules for personnel in Phase I Liberty:

             (a) All students assigned to TSC-GL barracks are placed in Phase I Liberty upon reporting to TSC-GL.  New accession Sailors will remain in Phase I Liberty for a minimum of 30 days (no less than 10 days after the Friday that Student Indoctrination is completed).

             (b) Students are required to live in the barracks unless specifically authorized, via their chain of command, to live ashore.

             (c) Wearing of civilian clothing is not authorized.

             (d) Consumption of alcoholic beverages is not authorized (even if 21 or older).

             (e) Uniforms are required to be worn during waking hours in accordance with published guidance.

             (f)  Physical Training (PT) gear is only authorized in MWR fitness facilities or outside for PT. The PT uniform shall not be worn in the Student Exchange per fleet policy.

             (g) Phase I liberty will expire at 2200.

             (h) On a case-by-case basis, students will be authorized to attend on-base MWR special events that end after 2200.  Barracks staff will advise students of these events.

             (i) Off-base liberty is authorized only on non-working days.

             (j) Liberty for night students in Phase I on normal work days is 0700-1200. Liberty for night students in Phase I expires at 2200 on weekends and holidays. 

             (k) Sailors in Phase I liberty status are not authorized to operate a privately owned or rental vehicle.

        (2) Advancement to Phase II Liberty.  Students may be advanced to Phase II liberty by submitting a request chit to their barracks’ LCPO once they meet,  at a minimum, the following conditions:

             (a) Complete the Student Indoctrination curriculum.

             (b) Complete all applicable watchstanding PQS and pass an oral board with barracks’ Navy Military Training Instructor (NMTI).

             (c) Complete 30 days on Phase I Liberty.

             (d) Meet academic passing score requirements and not be behind normal course completion timeline as outlined by their rate training pipeline’s Master Course Schedule.

             (e) Display satisfactory military performance; to include four satisfactory personnel inspections, four satisfactory room inspections, no major deficiencies for 30 days (OIC or CO NJP, etc.) or a declining trend as indicated by negative event log entries.

             

    B.  Phase II Liberty

 

        (1) Rules for students in Phase II Liberty:

             (a) Wearing of appropriate civilian attire is authorized as per reference (e) and will be conservative in nature, meeting all Navy policy and practices in support of good order and discipline.

             (b) Moderate consumption of alcoholic beverages is authorized for personnel age 21 and over.  Personnel will not consume alcohol eight hours before duty.

             (c) Off-base liberty is authorized every day of the week.  Liberty will expire at 2200 during the training week and at 2400 on nights preceding a non-training day.

             (d) Live ashore students’ liberty will expire at 0545 on training days. Night live ashore students' liberty will expire at 1200 on training days.

             (g) Use of privately owned or rental vehicles is authorized off-base when student is in leave or liberty status. Sailors must complete "Driving for Life" course prior to receiving this privilege. Sailors must provide a valid training certificate with Phase II liberty request. No on-base diriving privileges are authorized for students assigned to TSC-GL, except Fleet Returnees and students with dependents in Great Lakes. Special request chits are required for students who meet this critieria.

              (h) Liberty for night students in Phase II on normal work days is 0700-1200. Liberty for night students in Phase II expires at 2400 on weekends and holidays.

 

        (2) Advancement to Phase III Liberty.  Personnel may be advanced to Phase III Liberty by submitting a request chit to their barracks’ LCPO once the following conditions are met:

             (a) Maintain standards as prescribed in Phase II.

             (b) Complete a minimum of four weeks in Phase II Liberty.

             (c) Have a proven performance record that justifies the added privileges (no major deficiencies or declining performance).

             (d) Be in or beyond the second week of school and be in good standing (on track without mandatory night study).

             (e) Satisfactorily complete Sex Signals/After Burner courses.

 

    C.  Phase III Liberty 

        (1) Rules for students in Phase III Liberty:

            (a) Wearing of appropriate civilian attire is authorized as per reference (e) and will be conservative in nature, meeting all Navy policy and practices in support of good order and discipline.

            (b) Moderate consumption of alcoholic beverages is authorized for personnel age 21 and over.  Personnel will not consume alcohol eight hours before duty.

            (c) Off-base liberty during the training week is authorized and will expire at 2200.  Overnight liberty is authorized on nights preceding a non-training day.

            (d) Live ashore students’ liberty will expire at 0545 on training days.

            (e) Liberty for night students in Phase III on normal work days is 0700 - 1200. Liberty for night students in Phase III expries at 1000 on the work day following weekends and holidays.

 

Advancement to Phase III+ Liberty - Phase III+ Liberty is a category of liberty authorized to the most proven of performers.  Phase III+ Liberty will not be authorized to anyone that has a demonstrated (and documented) pattern of substandard performance that fails to justify additional privileges.  Minimum requirements for Phase III+ Liberty are:

 

            (a) Complete “A” school and be in an AT (Awaiting Transfer) status.

            (b) Complete a minimum of two weeks in Phase III Liberty.  Have a proven performance record that justifies the added privileges (no major deficiencies or declining performance).

            (c) Phase III+ Liberty Sailors are not to share a room with students under instruction.  If separate quarters cannot be assigned to accommodatePhase III+ Liberty Sailors, they will remain in Phase III Liberty until quarters are available.  If a Sailor is granted Phase III+ Liberty status and has that status revoked, the Sailor will not be allowed to regain Phase III+ Liberty status again.

 

     E.  Holding Company Liberty

 

         (1) The Holding company barracks is Bldg. 177 (Kneece Hall) or other buildings as required.

         (2) Sailors will be issued a Holding Company Liberty Card after a review of the Sailor's Enterprise Military Housing recrod by Holding Company NMTI staff.

              (a) Sailors transferring in a Phase III Liberty status will be given a Holding Company Liberty Card.

              (b) Sailor transferring in a Phase II Liberty status will be put in liberty risk status "A".

              (c) Sailors transffering in a Phase I Liberty status will be put in liberty risk status "B".

         (3) Awaiting Transfer (AT) Sailors must be housed in the Holding Company barracks in order to be afforded the following privileges:

              (a) Will be identified by a white identification card, enclosure (5) issued by the Holding Company NMTIs and signed by the Holding Company OIC replacing previously issued liberty cards. The cards will have the barracks and room number and be used to differentiate them from students.

              (b) Are excluded from liberty check-in and check-out if they do not have any disciplinary issues. Reveille at the Holding Company barracks will be at 0500 and Quarters will be at 0600 to ensure that all Sailors are mustered and accounted for prior to leaving for their assigned duties.

              (c) Will not normally march to events.

              (d) Will not be required to have a Liberty Buddy although going on liberty with a buddy will still be encoraged as good Operational Risk Management.

              (e) Will wear the navy uniform in accordance with U.S. Navy Uniform Regulations and the TSC-GL Plan of the Week. They will adhere to the glow belt policy.

              (f) Will not be considered for Student of the Month

              (g) Will be authorized to use and wear cell phones in accordance with Navy Regulations.

              (h) Be allowed to drive on-base after they have completed the following requirements:

                   1 - route a request chit through the Holding Comopany barracks' LCPO that is bottom line approved by the Holidng Company OIC. Bottom line disapprovals will be completed by the Student Operations Department Head.

                   2 - Complete "Drive for Life" Navy Knowledge Online course and include completion certificate along with valid driver's license, proof of insurance and registration for the vehicle that will be driven on-base with request chit.

                   3 - Have no current or pending disciplinary issues.

                   4 - All Sailors driving on-base will obey all Naval Station Great Lakes driving ordinances and observe any parking restrictions.

         (4) There will not be phases of liberty for AT students housed in Holding Company barracks, thus, Sailors will not be tiered to phased liberty. They may however be put on liberty risk status when approved by the Holding Company OIC.

               (a) Liberty risk status "A" will have the same restrictions as Phase II liberty.

               (b) Liberty risk status "B" will have the same restrictions as Phase I liberty.

               (c) Sailors who are in a Liberty Risk Status will have their status reviewed each week bythe Holding Company LCPO who will forward a recommendation to the Holding Company OIC.

               (d) Any Sailor with an Alcohol Related Incident at TSC-GL will not be allowed a less restrictive status than liberty risk status "A".

          (5) With these privileges comes responsibility. Trained Sailors at TSC-GL have a lot to lose. AT Sailors will be expected to take on more challenging tasks and will be assigned leadership roles where appropriate. These privileges are designed to recognize achievement and begin the next phase of these Sailors careers.

    F. Liberty Boundaries and off-limits areas

           1) Regardless of liberty status, liberty is restricted to an area within a 300-mile radius of Naval Station Great Lakes. Sailors desiring to travel beyond 300 miles from NAVSTA Great Lakes or six hours travel time, must have an approved leave chit.

           2) Students are prohibited from entering Bldg 30 (Boorda Hall), Bldg 62 (Navy Gateway Inns and Suites), the 400 complex (with the exception of BEQ 439) and on-base housing (which includes the Navy Lodge) and Forest City Housing unless you are listed as a resident. During recruit graduation weekend from Recruit Training Command, if recruits attaching to to TSC-GL have family staying in the Navy Lodge or Gateway Inns and Suites, they will be required to route a special request chit to the OIC to be able to enter and meet the family at their room. 

            

STUDENTS ARE REMINDED THAT ANY LIBERTY IS RECINDABLE BY THE COMMANDING OFFICER AT ANY TIME.  A FULL COPY OF THIS INSTRUCTION IS AVAILABLE AT ALL TSC BARRACKS LOCATIONS.

Hello Crhristine, i am really sorry for what happened to your son and as a mom there is not much you can do or say to help the situatiin. This is definietely going to be an opportunity for him to grow as hard as it is. I agree with the previous conments that the rules are very important and there are no options but to follow them. They are there for a reason. But I also understand how you (and I would) feel about the situation and how unfair it feels because he says he did not know. He may have "missed' hearing that rule at some point byt unfortunately ge is still accountable. My Dad was a Lt. Colonel in the Air Force so I know all about rules. But I am also a mom and I understand how you feel.
Oops! The first line of my previous post should say "i am really sorry for what happened to your son". That is what I get for not using my glasses.

Can someone explain or send me to a site that explains phase one and two. did not know there was such a thing. thank you
